Two people have mentioned TimeCraft to me. Yahoo gave me the
following site:

http://spot.fho-emden.de/ftp.htm

The file was there with the following description:

TimeCraft (win) Einfaches Programm zum Zeichnen von Timing-Diagrammen

It is small (about 32k), so downloads in a flash.

I have had a quick play with it, and it looks like it will do the
job.
