Well after reading every ones replies, I figured I just needed MORE
VOLTAGE! So I cranked up my power supply until I saw 220mA.  I will just
check the current every once in a while and turn the voltage up when it
starts to drop.  Basically making me the "constant current source."  I have
been charging them for about an hour, and they haven't  exploded yet, so I
think I'm alright.
