Are there any vendors who program PICs in small quantities?  I'm thinking
of writing a construction article for a magazine involving a PIC.  It
would increase the audience if the readers didn't need a PIC programmer to
build the project.  All the other parts could be purchased from DigiKey.

I don't have the business skills or the desire to sell kits of parts.

I can put the HEX file on my website.  It would be ideal if someone
sells customed programmed PIC 16F84's for about $25 quantity 1.  I think
if the price is much higher, the market would be too small.

Does anyone offer a similar service?  How much do they charge?  Which PICs
do they support?

Since the project is in the very early stages, I can design it to match an
available service.
