I would like to say thank you to all that helped me solve that problem (there were many). I did not have any docs on what was driving that output except that it was very low level. Enough so that the Fluke loaded it down from the actual 1.9 volts to 1.1 volts. Anyway I tried to find 1/2 of a 339 with no luck here locally so I opted for the regular 339 and made it fit on the board (very tight). Using a simple voltage divider on the (-) for Vref and straight in on the (+) side from the other driving device, setting the Vref for .5 Volts this worked great. The input impedance high enough that the driving circuit was not over loaded. I would like to note that there are some very smart elders in this group who have been a tremendous help to my success with all kinds of pic projects. Hats off to you and a sigh of relief for me!
