The problem is that the programming algorithm needs to "verify" the data -
it's a repeat-until-programmed sort of loop, not the old, slow "just blast
it for a longish while" that early EPROMs used.  I believe this method
probably also has some benefits in reprogrammable life as well as faster
programming cycles.
