It's been compressed with the Unix tar program and GNU Zip (gzip). You
should be able to find DOS versions of these (I use djtar from the djgpp
DOS port of the GNU C compiler) in the Simtel archive. Use gzip first,
and then

        djtar -xvf <filename>

to decompress the files.

I've not used it, but untgz094.zip in the Simtelnet archive, directory
simtelnet\msdos\arcers should both detar and unzip .tgz files.
