I haven't got a clue what it is but the following is available from
the 3rdparty library of the Microchip BBS (mchipbbs.microchip.com):

    File name: MPASCAL.ZIP    MPASCAL a PASCAL MNEMONIC Compiler
      Library: 3RDPARTY       This compiler supports mainly the 17C44 but
                              you could actualy generate code for other
    File date: 09/05/96       controllers as well.
    File time: 13:12:50       More about everything in the READ.ME file
    File size: 103637 bytes   And under the HELP function in the IDE.EXE
                              OBS! The READ.ME file contains AntiVirus info!
