The human eye is more sensitive to peak brightness levels than it is to average levels; in my experience a 1/10 duty cycle looks about half as bright as a 1/1 duty cycle at the same peak current. 1/96 is certainly low, but it might be worth experimenting with. It's necessarily a subjective assessment. It would be unwise to drive the display at higher than rated peak current, though.
