To properly test the tolerance of the zero ohm resistors you need to build R-2R DAC using 0.01% Zero-Ohm resistors. Characterize the ladder then substitute the unknown resistor with the MSB resistor in the ladder. You can use a 16C7x to control the DAC and read the result. Make sure the temperature gradient across the ladder is < a few degrees. You get a lot more zeros for your money. But you're right, they never seem to meet the tolerance.
