It seems there is no problem with the 16C84 for me. I figured out, that I can rely on the first think, Picstart does after a complete reset of computer and programmer. This is not a solution but a work-around, until these bugs are fixed. BTW: I am working on a system that is quite different to yours, I believe, the problem is just a bug in the Picstart firmware or MPLAB.
