This code is the property of Eric Smith and I am only pointing to it as a
reference.  I have not used his code and cannot comment as to its
accuracy.  Since the requirement is a Phillips system, the IR output
section would have to be modified to conform to Phillips specs.  However
this code could be a good starting point.
