If all you need is a basic regulator, forget the 723 and use a modern three-pin fixed or adjustable such as the 78xx or 317 family parts. If you really need to use the 723 - maybe you've inherited a boatload of them? - you really want to get the datasheet, as these are old chips with relatively messy requirements and limitations.
