INS2651 is 2651 type od UART chip (we assume it is) dont know who
the original manufacturer (Maybe Signetics, but maybe not) was(is)
INS2651 might be the same from second source manufacturer.
2651 info and docs should be somewhere on the web.

TMP8085AP is a Intel 8085 type of Microcontroller.
