The '74 is such an integrated, glue-less, stand-alone device that if you already have a programmer for it, there really isn't much of a need for a development board. However, if it's a demonstration board you're after then the PICDEM-2 from Microchip is the simple choice. It's got a few pushbuttons, RS232 interface, potentiometer, serial EEPROM (I2C), connection headers for an LCD module & keypad, as well as a prototyping grid area. It comes with a few sample programs as well. Contact your local Microchip rep for more info. If you are looking to do some in-circuit emulation, the PICMaster from Microchip wins hands-down in terms of features & performance, but not price (a few thousand US bucks). For under a grand US, you could go for the ICEPIC emulation system, which is pretty good but misses out on a lot of the features many developers consider essential.
