I I would make two suggestions; 1) are you sure your scope is accurate? An analog CRO is not an accurate measurement device. Try a frequency counter on the crystal to be sure. If it is indeed off, then go to step 2... 2) Have you tried a new crystal? You may not have had trouble with surplus crystals before, but there's always a first time.
