This discussion comes up all of the time and it is never resolved. Basically a
 lot
of people like the mailing list and a lot of people would like a newsgroup. Well
 gee,
creating a newsgroup is no trouble at all, just get your CFD (call for
 discussion)
out to news.groups, get a vote counter signed up and send out a CFV (call for
 votes)
if it passes you have a newsgroup. Those of us who like the mailing list format
may or may not visit the group but that is irrelevant I think.
