Hi, I would suggest that you consult some of the safety standards that are used by testing authorities, such as UL and CSA. Will confirm the standard numbers later but CSA 22.1 (I think) specifies that any voltage under 32 volts AC or 42.42 volts DC is not of concern. There are also leakage current and clearance issues that should be addressed. If a "subject" can come into contact with 70 Volts AC then I believe you have a major problem and you might even be in violation of your state's laws. Gordon A.
