Data I/O 3900 wants PIC data in the INHX8M format, but the only way to specify fuse data is via the file (or by editing programmer RAM) as generated by MPASM 1.02.00 - it isn't possible to set the fuses using the programmer's menu settings. There also seems to be a problem with the 'User data' setting on the programmer - it may be necessary to reset it after downloading the file. Data I/O were preparing an app note to assist people using PICs - I can't see this on their FTP site, so it might be worth chasing them about it.
